County Attorney Mr. Phillips presented proposed settlement terms in litigation with Pine Hill Investments (cases 24‑CV‑003731 and 25‑CV‑000069) arising from a 2024 planned residential development (PRD) zoning amendment. The settlements would resolve disputes over two developments on Highway 61 (Sheffield Park and Sheffield Highlands North).

Sheffield Highlands North would be vested under a 2026 site development plan that reduces the maximum density from 3.0 units per acre to 1.87 units per acre — a roughly 38% reduction — and would add an amenity area and a third access entrance compliant with current DOT requirements.
