Carroll County selects Ray Land as construction manager at risk for sheriff's office and jail modernization in 5-2 vote

Carroll County commissioners voted 5-2 on May 5 to select Ray Land as the construction manager at risk for the sheriff's office replacement and jail modernization project, a package that includes a mental health addition to the facility.

Commissioners discussed evaluation factors such as experience, fee structure, availability to start, references and overall capacity. One commissioner emphasized a desire to avoid a low-bid winner that would later submit numerous change orders and said the selection process aimed to ensure the county receives a company capable of managing risk within a guaranteed maximum price contract.

The board said it expects the chosen construction manager to be held to the fee structure presented during the selection and to adhere to a guaranteed maximum price unless the owner requests scope changes or unforeseen conditions arise. Commissioners also thanked the owner's representative, Mr. Johnson, for his expertise on jail projects and for helping oversee the process.

After deliberation and a motion to award the contract, the vote to appoint Ray Land passed 5-2.

What happens next: the county will negotiate contract terms that include a guaranteed maximum price and contractor accountability for fee structures; the owner's representative and legal counsel will participate in finalizing contract language.
