Council reviews UASI-funded purchases for fire training, trailers and radios

Hart said the platform both centralizes records and provides certified online modules, reducing the need for some in-person trainers and saving money. A councilor noted two numbers in the discussion — a line in the packet of $79,303 and a verbal reference to $95,000 — and asked the administration to reconcile them.
Separately Director Kearns presented two Federal Urban Area Security Initiative (UASI)‑funded purchases: two mass‑care shelter trailers and supplies priced at $84,451.06 (to be assigned to OEM) and 50 multiband Motorola APX 800 radios at $521,545 to improve interoperable first‑responder communications. Council members asked whether radio upkeep and future lifecycle replacements would be budgeted after the initial grant purchase; the administration said basic warranty work is covered but long‑term replacement must be planned.
Councilors drilled into whether software, training modules and platform subscriptions should be treated as operating expenses (as the administration recommended) or as capital investments; officials said the platform is ongoing maintenance and therefore operating in this instance, but finance will verify classification.
What’s next: Resolutions will be posted on the formal docket for Wednesday’s session; councilors requested clearer budget references and confirmations on funding classifications and maintenance plans before final votes.
