The Johnson City Commission voted to delegate authority to the Johnson City Housing Authority to negotiate and approve a pilot payment‑in‑lieu‑of‑taxes (PILOT) agreement for Fairview Apartments, a redevelopment of an 8.2‑acre HUD property on East Fairview and Steel Street.
Alicia Summers, assistant city manager, presented the project details: the site was vacated in 2020, has had multiple fires and been used for training by city departments; the redevelopment will demolish existing structures and construct 96 new residential units across four buildings with a one‑story clubhouse/office, accessible units and amenities including bike racks, playground, community garden and free laundry. Summers estimated total capex at about $25 million and an anticipated completion date of October 2028; demolition was expected to begin in July.
Sam Edwards of the Housing Authority said the redevelopment strategy is driven by funding constraints and HUD voucher policy. He explained public housing replacement work often uses tax‑credit financing and other state and private funding sources; HUD does not plan to issue additional vouchers, so housing authorities typically replace and modernize existing units rather than expand voucher counts.
The PILOT includes annual reporting (required reports due September 1 each year) and a non‑compliance clause that would trigger payment of 100% of property taxes for a year if conditions are not met. The commission approved the resolution and delegated negotiation authority to the Housing Authority.
Next steps: the Housing Authority will negotiate and may execute the pilot agreement; staff will monitor compliance and report per the annual requirement. Commissioners noted alignment with the city’s 2026 strategic plan and Horizon 2045 goals for strong neighborhoods and quality of place.
