The Temecula Planning Commission voted to recommend City Council approval of LR26-0139, a set of amendments to the Uptown Temecula Specific Plan intended to clarify standards and address issues that emerged during recent development.
Planning staff presented the package as largely editorial changes designed to make the plan easier to apply. "These changes...can be seen more as cleanup," staff member Eric told the commission, adding that the amendments do not make "fundamental changes to how the document functions." The revisions include specifying the bloodgood variety of sycamore to reduce sidewalk root damage and improve shade, removing a Mesa Bluff exposed-aggregate concrete finish from the standards, and deleting a silva-cell requirement in favor of standard root barriers after field experience showed installation problems and higher cost.
Staff also proposed modest design and operational clarifications: raising pedestrian light fixtures a few feet to limit damage from delivery trucks and misuse, standardizing sidewalk and cross-section graphics for greater accuracy, requiring developers to submit road-alignment studies for new connections, and adding early consultation with utility providers to prevent above‑grade utility fixtures from obstructing pedestrian furnishing zones. The amendments add a 10% bicycle‑parking requirement and incorporate the city's existing live-entertainment rules into the Uptown plan so applicants can find those standards in one place.
From a procedural perspective, staff reported a CEQA determination in the form of an EIR addendum consistent with CEQA Guidelines §15164 and recommended that the Planning Commission forward the project and addendum to the City Council for approval.
Commissioners asked detailed implementation questions — for example, whether light-height changes would retrofit existing fixtures (staff said replacements would use the new spec only when damaged) and where the excluded concrete finish had been installed (staff identified a Hilton Garden Inn project). After public procedures and no public comments on the item, the commission moved and recorded the recommendation to transmit LR26-0139 and the EIR addendum to the City Council.
The City Council will receive the Planning Commission recommendation as part of its review; staff will provide the project materials and the EIR addendum for Council consideration.
