North Olmsted council approves tax shift, salt truck purchase and camera amendment in unanimous votes

At its Oct. 7 meeting the North Olmsted City Council approved several measures by unanimous roll-call votes after suspending the three-reading rule on items the administration and committees had previously recommended.
Tax resolution: Council adopted Resolution 2025-87, authorizing a shift of 0.2 mills (approximately $200,000) from the bond retirement fund to the general fund to meet county requirements. Councilman Scarl moved to suspend the three-reading rule and the motion and adoption both passed 7–0.
Equipment and vehicles: The Council adopted Resolution 2025-93 authorizing the Mayor to purchase base assembly equipment for salt truck installation through the State Purchasing Program at a cost of $187,938.34; Council noted the price increase (about 24.5%) from an earlier quote of $141,781 due to COVID-related delays. The Streets and Transportation Committee had recommended suspension and approval.
Public safety purchases and amendment: The Public Safety committee recommended purchases including two police cruisers (budgeted at $45,630 each) and one 2026 Horton ambulance ($495,000). Council approved an amendment to Resolution 2025-94 to correct the camera count to 13 for a $39,000 lease of FLOCK Condor cameras; the amendment passed 7–0. Funding for two of the cameras was identified from the Hotel-Motel Fund, the remainder from the general fund.
Other items: The Council listed Ordinance 2025-95 (codified ordinance updates) and several first-reading items including Resolutions 2025-96 and 97, Resolution 2025-99 (dispatch services with Bay Village) and Ordinance 2025-100 (rezoning of parcel 236-10-015 to Planned Development 1157). Most of those were placed on first reading and will be discussed in upcoming committee meetings.
Vote summary: Recorded roll-call votes show unanimous support (7–0) for the items that were suspended and adopted at the meeting. Several routine committee recommendations preceded the action.
Why it matters: The purchases update aging public-safety and service fleet and adjust funds to meet fiscal deadlines; the camera lease expands traffic/plate-reading infrastructure. The rezoning ordinance (Ordinance 2025-100) remains at first reading and will prompt separate public hearings and planning commission reviews.
