On Dec. 2 the Council moved to correct prior carryforward amounts and to transfer funds to cover unanticipated 2025 expenses.
Councilman Scarl asked to suspend the three‑reading rule and moved adoption of Ordinance 2025‑119 to correct carryforward balances from Ordinance 2025‑86; the motion passed and the ordinance was adopted by a 6–0 roll‑call vote. Scarl also moved suspension and adoption of Ordinance 2025‑120, a transfer ordinance to cover unanticipated expenses across departments (including vacation buybacks, healthcare changes and police overtime). The ordinance was amended as reported from committee and adopted 6–0. Councilman Limpert noted one line item for the STOP program should be self‑funded going forward, and the Mayor acknowledged plans to rectify that.
Council also received a report on Ordinance 2025‑121 (2026 Temporary Appropriations), which would fund roughly one‑third of the annual budget through the first quarter; the Finance Committee recommended the ordinance with amendments and it remains on second reading for formal adoption.
