The Paso Robles City Council on May 5 adopted a meeting disruption policy required under SB 707, setting procedures for interruptions of two‑way audio/visual communications during public meetings.
City Attorney Elizabeth Hall told the council the policy addresses modern meeting technology failures and provides a statutory process: if remote audio/video goes out the council must recess for up to an hour and attempt to restore service, and if the problem persists the council must either find the meeting’s importance requires proceeding or adjourn to a future meeting. “Under SB 707 ... we're required to adjourn the meeting, take a recess, for an hour, and try and solve the technological issue. If we cannot solve the technological issue, then the council either will make a finding that the importance of the meeting, the items on the agenda require us to proceed, or you can choose to adjourn until the next meeting,” Hall said.
The policy also cross‑references the Brown Act’s existing provisions for disruptive in‑room behavior—warning procedures, removal options and adjournment authority for the mayor. The council debated technical and enforcement details but expressed support for the statute’s requirements and for clarifying local procedures.
Councilmember Tim Gregory moved adoption; Councilmember Bausch seconded. The motion passed unanimously with aye votes recorded from Gregory, Bausch, Beal, Strong and Mayor Hammond.
