A staff member reporting for absent finance director Scott Shamrock told the committee that projects tied to ARPA deadlines were generally on schedule but that the county was working with state officials to finalize health-department-related work by the June 30 ARPA deadline; staff said discussions include possible contract amendments to extend time by one to two months if needed.
Committee members raised construction-quality questions about the Westland EMS site, noting slab cracks and a retaining-wall concern. According to the transcript, architects told the committee that the building systems were aligned and safe; staff said they would confirm repairs, warranty coverage and whether epoxy or other remediation had been used and would follow up at the next meeting.
The mayor reported the Millerville EMS station was nearing completion and set for a final inspection on Friday; once complete the mobile unit will be removed and site cleanup and flood-mitigation work will proceed.
On historic-preservation work, Commissioner Mansfield reported that a joint meeting with architects and the ad hoc committee agreed on a selective, limited interior demolition (phase one) to expose concealed structural elements so architects can verify window locations and log conditions. "The ad hoc committee unanimously approved moving forward [with] selective interior demolition," Commissioner Mansfield said. The committee also authorized Chris Coker to perform phase-one work with architects at a cost not to exceed $9,999.99; Mr. Coker later provided an estimate of $6,400 for work already completed during walkthroughs.
Presenters told the committee the county previously approved approximately $587,250 for the overall restoration project and that those funds remain available; members emphasized continued compliance with county procurement policy. Several commissioners asked staff to expedite review of submitted documentation and to copy additional finance contacts when necessary to prevent delays caused by limited staff availability.
The committee asked staff to report back with confirmations on warranty coverage and remediation steps for cracked slabs and any contractor pre-treatment for termites at the Westland EMS site.
