City staff presented an updated Central Maintenance Facility (CMF) needs study at the April 6 meeting, concluding the 2002 facility no longer meets Lakeville’s fleet and operations needs after ~73% city growth since construction.
The study identified critical shortfalls: insufficient indoor vehicle storage (forcing some equipment to be parked in drive aisles or offsite, increasing maintenance and safety challenges), an undersized fleet shop, only one wash bay that slows winter operations, and limited office and meeting space for staff. Study recommendations included adding enclosed vehicle storage, multiple service bays, additional wash bays (including a sanitary bay for park garbage trucks), a larger welding/fabrication area, and improved reception and staff spaces.
Architects presented a concept plan that places most of the existing fleet inside the proposed expansion; the preliminary cost estimate provided by the architects was $28.1 million (with about $26.1 million attributed to vehicle storage). Councilmembers asked staff to explore value‑engineering alternatives—cold storage vs. heated storage, phased approaches, possible partnerships with ISD 194 for shared space—and to return with refined options. Staff also noted the city currently rents offsite storage due to shortfalls.
Council did not adopt a final plan or funding approach at the work session; members signaled support for advancing the study with more detailed cost options and potential phasing.
