The existing branch is about 3,000 square feet; the planned replacement would be roughly 8,700–8,723 square feet. Fogarty said the project met MSLC design criteria and is ready for construction funding.
City officials noted the project has been years in the making and that the state MSBA (Massachusetts School Building Authority)‑style process for libraries provides significant reimbursement: Fogarty and staff said the construction grant round provides about an 80% reimbursement of eligible costs. Councilor Fenton and others credited long‑time library staff, the library foundation and several funding partners, including a federal earmark from Congressman Neal.
Councilors asked questions about size and funding; Kathy Bono O’Keefe confirmed the grant award amount of $6,837,061 and staff described the project as requiring matching funds consistent with the Mass. Board of Library Commissioners process. Councilors voted to approve the bond order for schematic design and to accept the construction grant by roll call.
