The Lakeville City Council approved reconstruction work on 214th Street and adopted related special assessments at its April 6 meeting.
Public Works staff described the project as a full reconstruction—installing a one‑foot sand section, beefed‑up base aggregate, new pavement, curb and gutter, storm sewer improvements, hydrant replacements and an isolation valve to avoid disrupting service during maintenance. The work responds to poor pavement condition shown in city OCI ratings.
Bids opened February 26 produced a low bidder of McNamara Construction at $484,000. Including indirect costs, engineering and contingencies the total project estimate is $651,000. The council approved awarding the construction contract to McNamara and adopted budget amendments to fund the work.
Under city assessment policy (cited in the presentation as following municipal statute), 40% of the benefiting improvements are assessed to property owners. Staff proposed a per‑unit assessment of $30,423.60 for the five benefiting parcels; two of those parcels are city‑owned and would not be charged. Property owners may pay assessments in full prior to the November 15 prepayment deadline to avoid interest; otherwise the assessment would be certified to county property tax rolls in December with a 20‑year term at 5% interest.
Council opened a public hearing on the assessments, received no public comment, closed the hearing and approved the resolution adopting the assessments and awarding the contract.
