Dakis described the program elements: roughly 15 hours of additional opportunity time per week during the school year and up to 30 days of out-of-school programming (five-day intersessions in fall and spring, and a 20-day summer program). The district partners with Bay Area Community Resources (BACR) to operate day-to-day program services at participating sites; the district provides oversight through site vice principals.
Funding for the ELO plan comes primarily from state Expanded Learning Opportunities funding and two federal grants cited in the presentation; federal grant awards are competitive and typically are three-year grants tied to unduplicated pupil counts. Dakis said the district seeks to expand sites that meet the eligibility threshold and will continue applying for available grants.
The board moved and adopted the plan as presented. Trustees asked for additional data in future presentations, including participation numbers, incident/injury reporting and measures that tie program participation to student attendance and academic impact.
