Apple Valley board appoints assistant principal, approves expulsions and ratifies Granite Hills construction manager contract

The Apple Valley Unified School District Board of Trustees approved a package of personnel and business actions at its Jan. 23 meeting. In a closed-session readout, the board approved the superintendent's recommendation to appoint Daniel Herrera as assistant principal at Sandia Academy, effective Jan. 24, 2025, on a motion by Rick Raley and seconded by Anita Tucker.
During a special meeting of the district's Public Facilities Corporation, trustees confirmed officer appointments: Renee Longshaw as president, Anita Tucker as vice president, Amanda (secretary), and Rick Raley as chief financial officer. Each nomination passed on motions and unanimous voice votes. The board set the PFC's regular meeting date for Jan. 15, 2026.
The trustees also considered multiple student-discipline matters. Several expulsion hearing-panel recommendations were amended to place students on suspended enforcement, with specified rehabilitation-plan requirements to be completed by the end of the fall 2025 semester; each amended recommendation was approved by motion and unanimous vote.
On capital-project business, staff explained that the construction-manager role for the Granite Hills High School athletic facility is moving from an hourly agreement to a fixed-fee construction-management percentage as project design advances. The funding for the design and early consultant work comes from prior certificate of participation (COP) proceeds issued in 2020. The board then voted to ratify the California Professional Management contract amendment (Exhibit C) for the Granite Hills athletic facility by unanimous vote.
Most motions were made and seconded on the record; votes were taken by voice and recorded as "all in favor" with no opposition. The clerk reported there were no additional closed-session reportable actions.
