Greene County — The Greene County Board of Commissioners voted to adopt the county’s Comprehensive Transportation Plan on a motion from Commissioner Bobby Taylor, advancing a two-year planning effort that county staff and regional partners say will guide future road, bicycle and pedestrian investments.
Carlos Moya of the county’s transportation planning division told commissioners the plan represents two years of technical work with local municipalities, the Eastern Carolina regional planning organization and the North Carolina Department of Transportation. "We are here today respectfully asking this board to adopt this comprehensive transportation plan," Moya said, adding that municipalities and the RPO had already endorsed the recommendations.
The adoption makes the plan the county’s formal recommendation for project priorities and allows Greene County to submit projects to NCDOT for programming and potential funding. Moya said the plan includes highway recommendations as well as bicycle and pedestrian initiatives tailored to benefit Greene County residents and municipalities.
Commissioner Bobby Taylor moved to adopt the plan "as presented," a motion that received a second and carried. The transcript records the motion as carried; the meeting record did not include a roll-call vote count in the public text.
Planners described the CTP as a legal planning document that, once adopted locally, is submitted to NCDOT and may be used to support future capital programming and potential state agreements to implement projects. County staff told commissioners the plan is the final step before the NCDOT Board of Transportation considers it.
Background: County staff said the plan was developed with input from municipal officials, local stakeholders and state partners over roughly two years and includes sets of maps and project recommendations intended to guide long-term maintenance, resurfacing and active-transportation investments. The board’s adoption authorizes staff to move the plan forward to the next administrative stage with the state.
The board took no further substantive action on funding in public session; any project-level funding or construction would require separate action and likely state approvals.
