The council authorized the city manager to enter an agreement with the Federal Aviation Administration to perform a commissioning flight inspection of the airport’s PAPI, REIL and medium‑intensity runway lighting (MIRL) following installation of new equipment. Staff said the Oregon Department of Aviation grant is expected to reimburse 99% of the inspection cost; councilors asked for clarity about the timing of reimbursement and staff said grant payments typically follow FAA approvals.
