Brookings council approves airport inspection, runway lighting, paving, master fee updates and $6.635M wastewater contract

The Brookings City Council on May 11 approved a series of capital contracts and an intergovernmental funding amendment during a meeting that included public comments about riverbank nuisance issues.
The council authorized the city manager to enter an agreement with the Federal Aviation Administration to perform a commissioning flight inspection of the airport’s PAPI, REIL and medium‑intensity runway lighting (MIRL) following installation of new equipment. Staff said the Oregon Department of Aviation grant is expected to reimburse 99% of the inspection cost; councilors asked for clarity about the timing of reimbursement and staff said grant payments typically follow FAA approvals.
The council then approved a construction contract for runway lighting replacement. Staff said the design is complete, the engineer’s estimate was $715,640, and the lowest responsive bid from T3 Electrical and Construction was $511,194; council authorized the city manager to execute the contract and fund the local share from the capital reserve fund.
On pavement work, the council awarded the 2025–26 street paving contract to Tidewater Contractors for $392,065. Staff said the work will be paid from gas‑tax revenue and includes road paving on Pioneer Road, Seacrest Lane, Glenwood Drive and Fern Avenue.
Councilors adopted the 2026 master fee schedule (Resolution 26 R 1291), carrying an across‑the‑board 2.2% CPI adjustment on most fees, effective July 1, 2026.
The council approved a first amendment to the intergovernmental agreement (IGA) with Curry County to cover a city shortfall for the school resource officer (SRO). Staff said the county will contribute 12.5% of any shortfall going forward (using opioid‑settlement funds vetted by legal counsel) and that the SRO program’s total annual cost is about $150,000 for salary, benefits, insurance and equipment. Staff also announced Officer Ray Branyon is stepping down and Patrolman Chris Donovan will assume SRO duties after required training.
In a major utilities action, the council awarded the wastewater collections phase‑1 contract to McLennan Excavation Inc. for $6,635,000. Staff summarized that in April 2022 the city secured a large USDA Rural Development loan (just under $25,000,000) and a roughly $2.6M grant; the city is contributing $2,648,120 to bring the total program to just over $30,000,000. Phase 1 will upgrade the collection system, connect Southwest Oregon Community College’s Brookings campus to sewer and extend service to the Lone Ranch area; the city received one responsive bid that was under the engineer’s estimate of about $7.2M.
All motions listed above passed on roll‑call votes. Councilors asked staff for follow‑up details on grant timing and bid outreach in projects where only one responsive bid was received.
