Members spent significant time evaluating a provision that would identify investor-education opportunities for high-net-worth individuals and inventory resources that help funnel capital to Vermont businesses.
Several lawmakers said the investor-education line felt distinct from the inventory of business resources and might better sit with the Agency of Commerce and Community Development or be treated as a separate study. Others pointed to examples — flexible capital funds, community equity offerings, and opportunity-fund investments — as models the study could catalog to help replicate successful local capital-raising efforts.
A number of members expressed concern about scope creep: cataloguing capital sources and offering a white-glove investor-concierge approach could become a large undertaking. Still, several favored retaining a narrowly scoped line to identify existing resources and educational efforts that could connect potential investors with local opportunities. The committee agreed to ask counsel to clarify whether "individuals" in the draft should be broadened to include private equity firms and institutional investors, and to consider whether to fold related lines (sections 6–8) into a cohesive capital-access subtask of the study.
