The town manager updated council on ongoing recovery and infrastructure work after recent storm and Halloween damage.
Park repairs are largely complete for ball fields and multi-use courts but contain punch-list items that must be corrected before final contractor payment; the manager said the courts are playable and some nets have been installed for public use. He said the contractor for the greenway repairs will begin staging and expects work to start July 21, with the firm having 90 days to complete the bridge and associated stream-bank repairs.
On waterway debris removal, the manager said the county’s subcontractor will perform cleanup in multiple waterways; in many cases property owners will be asked to sign right-of-entry agreements so crews can access riverbanks. The manager specifically mentioned work on Hooper’s Creek and Higgins Branch near Mills Gap Road and said communication to affected residents is underway.
Stormwater staff and McGill Associates are preparing options for a culvert and drainage work near 96 Wilky Way in Fletcher Hills; the town expects a report in August to guide a decision on whether to upslope pipe capacity or take other measures.
The manager also said the Town Center marketing brochure is nearly final and will be shared with interested parties, including Lewis Real Estate Group, the developer previously under contract.
Finally, the Fletcher Municipal Fire District retained an ISO rating of 3, the manager said — a rating the town noted can affect homeowners’ insurance rates. Council then moved and approved adjournment.
Why it matters: Repairs and waterway cleanup affect residents’ access to parks and trails and reduce flood risk; culvert and stormwater work can affect neighboring properties and require design decisions and funding. The fire-district rating affects insurance classification for the municipal district.
The manager said staff will keep council informed of scheduling, contractor staging, and the August stormwater report from McGill Associates.
