Board authorizes bids for $500,000 sanitary sewer lining project

Mark, the wastewater superintendent, told the board the city has used cured-in-place pipe lining since 1997 and that the method typically costs "about 1/4 of traditional pipe replacement and involves less traffic disruptions." He said advances in T-liner technology allow crews to seal lateral connections from the main and "line several feet up the lateral," improving structural integrity and watertight seals.
Mark said the city has rehabilitated about "500 some segments of main line" out of a system of roughly 2,500 segments, and that not all mains are candidates for lining; based on that, he assessed the city is "probably better than halfway" through eligible candidates.
The board discussed budget impacts. When asked whether spending the full $500,000 would leave the wastewater 601 fund in a healthy position, Mark said the city has been "cautiously allocating dollars every other year in about this amount" to rehabilitate needed mains without exceeding expenditures. After discussion the board moved, seconded and approved the solicitation of bids by voice vote.
Next steps: staff will prepare the bid package and solicit contractors; the recommendation as presented asked for authorization to put the project out to bid and to complete the work before the end of 2026.
