Agency approves easement to formalize public access to Hillcrest Ridge Trail

The Conejo Open Space Conservation Agency on April 8 voted to accept a multi-use trail easement covering about 480 feet of the Hillcrest Ridge Trail, staff said. The easement covers a portion of private property at 3948 Skeleton Canyon Circle (APN 690 0-010-015) and resolves a longstanding situation where the trail crosses private land.
Staff told the board that the City of Thousand Oaks conditioned an adjacent development application on granting the easement and that a draft easement and certificate of acceptance are in circulation pending a legal description from the grantor’s surveyor. The agency’s packet described the easement as completing the formal protection of the existing trail corridor.
Director Angler confirmed the property owner "is fine with it" and said the easement is a development condition that has already been discussed with the owner. Director Hofer asked whether any fences or other improvements would require alteration; staff replied there is no infrastructure on the portion and no physical changes are needed to record trail access rights.
The board made the required CEQA determination consistent with the state guidelines cited in the staff report and approved Resolution 2020 6-01, authorizing the administrative officer to execute the easement and related recording documents. The motion passed 4–0; Vice Chair Sullivan was absent.
