North Olmsted council adopts emergency one-year contract extension with Bog, Inc.

Council President Pro Tempore Scarl presided over the special meeting of the North Olmsted City Council on April 22, 2025, where the council voted to adopt Resolution 2025-42, authorizing a one-year contract extension with Bog, Inc. The resolution was adopted after the council suspended the three-reading rule and passed the measure by a recorded vote of 6-0.

The Finance Committee had reviewed the matter earlier in the evening and recommended the legislation by a 3-0 vote. According to the Mayor's Special Assistant, the requested one-year extension is being sought "to avoid a lapse in service" and carries a price tag of $106,722.00. Committee members met at 8:28 p.m. and concluded their review at 8:39 p.m.

Councilman Limpert moved to suspend the rule requiring three readings, saying the item had been discussed in committee and that there was a "critical deadline in order to keep service operable, which is in the benefit of all of City Hall." Councilman Marrie seconded that motion; the clerk recorded a 6-0 vote in favor of suspension. With no members of the public presenting comment, Limpert then moved to adopt Resolution 2025-42; Marrie seconded. The clerk called the roll, and the resolution was recorded as adopted by a 6-0 vote.

The resolution as introduced on second reading directs the Mayor to enter into the one-year contract extension and declares the measure an emergency. The minutes record the Finance Committee's favorable recommendation (3-0) and the stated purpose of preventing a lapse in services tied to the contract extension.

The council indicated it would take up the other two pieces of related legislation at its next regular meeting. No public comments were offered during the meeting about the contract extension.
