Blackstone–Millville pauses PSR submission to refine school building plan after MSBA feedback

Officials said the work to retool the PSR is within existing vendor contracts and will not change the feasibility‑study budget but will adjust the schedule. The district now anticipates submitting a refined PSR around Dec. 18, which effectively shifts subsequent voter and town‑meeting timelines by approximately three months. Committee members stressed the need to align the schematic design with the district’s educational vision and to clarify a previously established "do not exceed" budget number.
"This is not unique to Blackstone–Millville," one building‑committee member said, noting that refining a PSR before submission is a common step when MSBA feedback recommends clarifications. Officials said they will expand community engagement and provide datadriven materials, frequently asked questions and recorded or public informational sessions so residents can review costs, MSBA‑reimbursement assumptions and the expected town share of the final project cost.
The committee emphasized that the feasibility study deadline remains October 24, 2026, and that the pause is intended to produce a clearer, better aligned PSR for public review prior to any ballot or town meeting action.
Next steps: the district plans targeted community engagement, revised cost estimates and a new schedule for votes once the refined PSR is submitted to the MSBA.
