A Fairfax County School Board member proposed a staff-led, district-wide pandemic after-action review to document lessons learned and improve preparedness for future public-health emergencies. The board reached consensus to ask the superintendent to establish a staff-level working group and return with a report on a flexible timeline, with a fall target preferred.
The sponsor said the district is well placed to lead a comprehensive review because many staff involved in pandemic decisions remain in the system and because county and state partners are available for consultation. Trustees emphasized that the review should include diverse perspectives — county partners, state and federal public health representatives, special education staff, family liaisons, school-based technology staff and student voice — and should account for differences in how communities were affected.
Dr. Reid, the superintendent, said he was not aware of any comprehensive after-action report produced since the pandemic and acknowledged the need to capture operational lessons. School-based staff and directors described long hours, multiple master schedules, technology and connectivity gaps for some families, and the strain on school-level staff who carried much of the response workload; speakers urged the review include those most impacted by pandemic operations.
The board approved the request by unanimous voice consensus. The directive to the superintendent asks that the working group be staff-led, include appropriate stakeholders, and return findings on a timeline that balances thoroughness and practicality; board members agreed fall was a reasonable target but allowed flexibility if more time was needed.
Next step: the superintendent will convene a staff-level working group and provide timing and scope guidance back to the board.
