The handbook language will also be revised to stress that emails about commission matters are public records, to encourage use of city email for jurisdictional business, and to add a short boilerplate notice for external emails clarifying that a commissioner’s message reflects that individual’s view unless the full commission has voted otherwise. The city attorney and staff will finalize the exact boilerplate language and administrative procedures for alternates.
The council discussed implementation details including staff workload for additional alternates, whether alternates must watch recordings when not present, and how the chair should be required to seat an alternate at a meeting when a commissioner is absent. Council members directed staff to return the final handbook text and administrative instructions for appointment and alternates as soon as possible.
