The Town of Merrillville Redevelopment Commission on April 7 approved an inner-series transfer of $147,500 to acquire property needed for a planned roundabout at the intersection of Mississippi Street and 69th Avenue.
The transfer, described in a memo from staff member Trista, would cover $120,000 in a relocation entitlement for a resident and $27,500 for relocation costs to the water utility; staff said an 80% reimbursement agreement with "N dot" is in place and expected reimbursements for January–March total $234,800.
The memo was placed before the special meeting by President Shawn Pettit as new business. Trista told commissioners the memo was "pretty self-explanatory" and had no additional comments. Michael Griffin, a redevelopment staff member, clarified that the commission has an interlocal agreement with the city of Holbrook that permits temporary negotiation over an easement needed for the project, though he said a recorded copy was not immediately available.
Commissioner Marsha Uzelac moved to approve the transfer and Commissioner Shawna Haynes Edwards seconded. The secretary conducted a roll-call vote: Commissioner Keisha Hardaway voted yes; Haynes Edwards voted aye; Uzelac voted yes; and President Shawn Pettit voted yes. The motion carried 4–0.
Staff and commissioners discussed moving an existing permission-to-spend into a different accounting line to better document the expenditure’s purpose; there was brief clarification about the cited matching percentages (references to 70/30 and 80/20 appeared during discussion). The memo instructs staff that when the expected reimbursement proceeds are received they should be recorded to fund the Mississippi Street project and the same appropriation value restored through proper procedure.
