Developer seeks preliminary approval for 20–25M autoplex at 7350 East US 30

Nick Panos, manager of NWI Lincoln Highway Partners, told the Plan Commission the firm is seeking preliminary planned-unit-development approval for a multi-building commercial project at 7350 East U.S. 30 that would include an autoplex of car-condo units, a gas station and flex-space buildings.
The project site covers about 20.04 acres in a C3 Highway commercial district. Panos said the developer is coordinating a traffic study and that KDson, the traffic consultant, is studying a proposed Hawk signal at the nearby intersection. "We're hoping to have [the traffic study] before this meeting," Panos said, and added the total project investment is "about 20 to 25 million." The applicant told commissioners there will be no in-unit drains or on-site mechanical work in the car-condo units; any tenant servicing with drains would be handled in the flex-space units up front.
Commissioners and staff focused questions on engineering and access. Robert, the town engineer, said he had received revised plans and expected to resolve comments within two to three weeks, subject to the traffic-study results and coordination with INDOT on an off-site access point shared with the adjacent Storage of America property. Mike Cook, representing engineering concerns, said counts will determine whether a full signal is warranted and that an INDOT submission will follow the finalized traffic report.
Board members asked about screening for neighbors and covenants. Panos said screening and landscaping are designed to match the adjacent Storage of America project and that draft covenants had been uploaded for staff review. Sheila, who handles notices, confirmed that public notices have been posted and that a public hearing will be scheduled for the April 21 meeting.
The commission did not vote on the application; members asked the applicant to deliver revised plats, the traffic report, NDOT coordination documentation, and recorded covenant drafts in advance of the public hearing. The applicant agreed to return for the April 21 meeting.
Next steps: the commission will review staff comments and the traffic study, and the application will be heard at a public hearing scheduled for April 21 at 6:30 p.m.
