The applicant argued during the appeal that nearby properties with similar uses had not been required to perform surveys, but staff and SHIPO maintained that many nearby structures were single‑family or barns that had not required conditional‑use review and therefore were not transmitted to SHIPO.
No applicant representative appeared at the hearing in person. Commissioners asked staff about the expected cost and duration of surveys; staff replied costs vary depending on scope. With no additional evidence from the appellant, the board adopted staff’s recommendation to deny the appeal and leave the archaeological survey as a condition of the conditional use.
