Neighbors who live adjacent to 2200 East 2nd Street told the North Plat City Council on April 7 they oppose rezoning the site from R3 (dwelling) to B2 (highway commercial), citing increased traffic, dust and incompatibility with surrounding homes. Mark Grubs told the council: "I object to this zoning change," and Tracy Martinez said the location is not appropriate for commercial businesses.
Planning staff displayed maps showing a mix of adjacent zoning districts, noted existing commercial and light-industrial uses nearby and said the lot is just over an acre and suitable for limited commercial uses. Staff explained that the applicant intends to operate a contractor office with fenced storage and hard surfacing to control dust and that the B2 rezoning would allow the applicant to seek a conditional-use permit that could include privacy fencing and surfacing requirements.
Applicant Alex Gonzalez told the council he needs space for equipment and trailers and described a plan that would fence three sides of the lot and hard-surface areas to avoid dust; he said, "basically all we're trying to do is just have a place to run our business out of." Council members questioned whether I1 (light industrial) would have been more suitable and debated whether B2 with a conditional-use review provides better tools to control future use. The council also discussed the adequacy of the existing street for truck traffic; staff said similar-width streets elsewhere in town accommodate contractors.
Despite neighborhood objections, council members voted to amend the comprehensive plan and to adopt Ordinance 4247 on first reading to rezone 2200 East 2nd Street to B2. Council emphasized that conditional-use conditions can be tailored (fence, hard surfacing, annual review) to protect adjacent residential properties and asked staff to return any redevelopment or traffic-impact materials for follow-up review.
The applicant and staff will proceed to the conditional-use permitting stage, where the council may attach specific conditions limiting future operations.
