The North Plat City Council on April 7 authorized the mayor to negotiate and sign guaranteed-maximum-price number three (GMP #3) with Rice Lake West for an interim industrial wastewater treatment plant intended to serve a local meat-packing operation.
Staff summarized the rationale: packet materials compared the cost delta between a permanent industrial plant and the interim solution currently serving Sustainable Beef; the interim plant treats the packer’s wastewater while the permanent plant is planned. Staff said the interim facility’s initial design capacity is in the neighborhood of 1,500 head per day and can be expanded toward about 1,875 head per day depending on actual production. Council asked whether the plant would be limited to the packer or could serve other industries; staff said the initial physical capacity would likely be dedicated but the design allows expansion.
Councilmembers also asked how payment is handled; staff replied that Sustainable Beef will pay for the plant through fees the city charges the packer, and an amended redevelopment agreement will clarify the paving-district and payment responsibilities. After questions, council called the question and passed the authorization to proceed with the GMP contract.
Next steps include final negotiation of GMP-3 contract terms and confirmation of payment language in any related redevelopment agreements.
