Jefferson County Commission approves grants, zoning, demolition orders and engineering contract

The Jefferson County Commission approved a slate of routine and project-focused items during its meeting, including community grants, zoning changes, demolition orders and a contract to design the Jefferson North industrial park.
The commission unanimously approved items 1–13 from the Community Development and Health Services agenda, including a proclamation recognizing Fair Housing Month and Community Development Week, and moved a $2,000 community grant to the Black Nurses Association. Commissioners also approved a combined district grant totaling $20,000 to support Alabama Regional Medical Service’s mobile health units, with pledged contributions from multiple districts.
Beyond grants, the commission handled several land-use and licensing matters: it voted to bring an existing mobile home park into compliance (Z-26-0003) so lot owners can obtain permits, approved a rezoning request to permit a self-storage facility with use limitations, and consolidated zoning on a 67-acre parcel to a single A1 designation. The board also approved off-premises liquor and beer-and-wine licenses for two applicants after staff noted that distance requirements were met and opposition was limited to letters and phone calls in one case.
Development Services presented a list of structures deemed public nuisances and recommended demolition. One property on Gucci Road is being contested by its owner; commissioners pulled that parcel for separate consideration and approved demolition actions for the other properties on the batch list.
On economic development, the county amended an intergovernmental agreement with the Jefferson County Industrial Development Authority and awarded a contract to Aecom to perform engineering and master-planning work for the Jefferson North industrial park, reflecting the recently received bids.
General Services presented several operational contracts — including a change to the Siemens building automation agreement, a maintenance contract for an X-ray unit, disposal of surplus Cooper Green equipment with proceeds to the general fund, and an amendment to the Johnson Controls agreement — all of which the commission approved.
County leadership also reported a positive audit outcome. The county manager said the county completed its third clean audit in a row and congratulated finance and department staff for the result.
Finally, commissioners discussed public communications about road paving: a request was made for a countywide mailing or public notice listing roads planned for paving, the grading rationale and funding sources, and staff (including the PIO) were asked to prepare public-facing information to reduce constituent confusion.
