Innovative Harbor (CUP): Approved conditional use permit for an adult daycare at 15 South 700 East in the C-2 zone with conditions limiting daycare hours (9 a.m.–10 p.m. for the outbuilding as the exception rather than the rule), capping total clients at 20 including residents, and permitting parking reevaluation if it becomes a problem. Motion by Council Member Andrew Osborne; second by Council Member Andy Garland. Vote: Garland, Orme, Osborne and Payne — aye; Simonsen — excused.
Hidden Peak Provisions (liquor license expansion/local consent): Council approved expansion of a previously granted alcohol-beer dispensing CUP and granted local consent to allow sales of wine and hard cider in addition to beer for the restaurant at 93 West Main Street, subject to conditions that no alcohol-related signage be visible from Main Street/100 West and removal of noncompliant signs to be verified by the Planning Director. Motion by Council Member Andy Garland; second by Council Member Andrew Osborne. Vote: Garland, Orme, Osborne and Payne — aye; Simonsen — excused.
The Homestead Golf Cottages and Homes (preliminary approval): Granted preliminary approval for the resort development at 700 North Homestead Drive in the R-1-15 zone, with findings on master-plan compliance and conditions including completion of required parking before certificates of occupancy. Motion by Council Member Andy Garland; second by Council Member Lisa Orme. Vote: Garland, Orme, Osborne and Payne — aye; Simonsen — excused.
Ordinance 2026-13 (cottage industries): Adopted ordinance amending Title 16 to allow cottage industries in specified zones after correcting draft errors (duplicate R-1-22 listing, omission of R-1-23, and updates to the commercial chart). Motion by Council Member Lisa Orme; second by Council Member Andy Garland. Vote: Garland, Orme, Osborne and Payne — aye; Simonsen — excused.
Closed Meeting: The council voted to go into a closed meeting to discuss the character, professional competence, or physical or mental health of an individual under Utah Code Ann. § 52-4-206; the closed meeting was recorded and later closed by council vote.
