Commissioners hear updates on gravel pits, bridges and emergency culvert repair; authorize expedited actions if Tobin easement is signed

County road and bridge staff brought multiple project updates to the board on April 7, including approvals and upcoming bid activity for extraction pits, several bridge projects, and an emergency culvert repair that required contractor work.
Staff said DEQ approved the Herbs Gravel Pit and the SWIP plan is finalized; the project will be advertised for bids. At Buffalo Creek, Wyoming Game and Fish and DEQ requested separation of gravel‑extraction design from reservoir construction activity, creating a change order to Ingwer Miller (estimated at about $8,700) that will be presented at a future meeting.
Bridge work continues on Badwater and Grayreef (the latter is in design and moving forward via WYDOT’s BROS program). An emergency repair to a 100‑ft culvert on 33 Mile Road (a deep excavation with utilities) required outside contractor 71 Construction; the work included a planned repaving when the county’s hot plant becomes available.
The board discussed East Salt Creek Road, where a condemned bridge requires a temporary bypass across private land. Staff reported negotiations with landowner Mr. Tobin on an easement; commissioners asked that the staff expedite an emergency resolution once a signed agreement is returned so the bypass can be installed and ratified at a later meeting. The county attorney and county staff said they could treat the action as an emergency resolution and ratify it at the following meeting once paperwork is complete.
Commissioners also accepted a surplus snowblower donation from the airport to augment county snow‑removal capability.
