Board adopts water-conservation proclamation, honors telecommunicators, animal-control and apprenticeship weeks

The Pasco County Board of County Commissioners adopted a series of proclamations and recognitions on April 7, spotlighting conservation, emergency dispatchers, animal-control officers and workforce training.
Water conservation
The board adopted resolution CAO-26-177 declaring April 2026 Water Conservation Month in Pasco County. Pasco County Utilities Director Sandra Anderson and Water Conservation Coordinator Phoenix McKinney described rebates (to businesses and individuals), customized irrigation rebates, site visits and outreach. Tampa Bay Water representative Amelia Brown thanked the county and noted regional water-supply strategies during drought conditions.
"We do provide rebates through our water provider, Tampa Bay Water," McKinney said, noting the county also distributes reclaimed water and maintains reservoirs; materials presented at the meeting cited nearly 700 million gallons in county storage and delivery of roughly 25 million gallons per day of reclaimed water to about 41,000 residences.
Awards and recognitions
The board honored Randy Bentley as Pasco's 2025 Tampa Bay Community Water Wise Award winner (CA-026-178). Kate Kasten of UF/IFAS Extension described the award's criteria for Florida-friendly landscaping. The board also adopted CAO26-179 declaring National Public Safety Telecommunicators Week (recognizing consolidation of 911 communications and a second dispatch center in Dade City) and CA026-176 declaring National Animal Control Week; Gary Herrero, director of Pasco County Animal Services, thanked the board and staff and noted service statistics.
Workforce and apprenticeships
The board adopted CA026-181 declaring National Apprenticeship Week and praised AMSkills; Planning and Economic Development Director David Engel and Utilities Director Joseph Amwa said apprenticeship programs are helping the county fill vacancies and create career paths.
