S1 and other councilors said if the city provides funds for a building that another jurisdiction owns, an interlocal agreement specifying the contribution and obligations would be required before money is transferred.
Council asked staff to place a placeholder entry in CIP for "animal services building design," to draft any necessary interlocal agreement, and to return with clear coding and contractual language if the council chooses to authorize the payment. No formal appropriation or vote occurred at the work session.
