Morristown council adopts three ordinances, introduces two more and awards pedestrian-beacon contract

Council members moved through several ordinance introductions and adoptions and approved a contract for a pedestrian safety beacon.

By voice or roll-call vote the council adopted three ordinances: O-11-2026 (establishing compensation for certain officers and employees), O-12-2026 (fee schedule amendments) and O-13-2026 (amendments on public consumption of alcoholic and cannabis products). Each adoption was approved with affirmative votes recorded from Councilwoman Foster, Councilman Ayana, Councilman Silva, Councilman Umbria, Councilman Russo and Council President Pipchuk.

The council introduced two additional ordinances by title—O-14-2026 (to exceed the municipal appropriation limit and establish a cap bank) and O-15-2026 (amending local hours for on-premise alcohol consumption)—and scheduled both for public hearing on May 26.

On resolutions, the council adopted a set of measures (R-92, R-94 through R-96) and specifically approved R-93-2026 to award a contract to Zakaro, Inc. for the installation of a pedestrian beacon at Morris Street and King Street. Council members described the beacon as a needed safety improvement tied to increased pedestrian traffic near the train station and redevelopment projects.

Votes at a glance: recorded votes for the adopted ordinances and the R-93 resolution showed unanimous support from the six council members present.

What's next: O-14-2026 and O-15-2026 are set for public hearing; R-93 contract-award work will proceed according to procurement timelines and coordination with county and transit partners where required.
