Commissioner Wanda Manoli said the need for the 120 State Street heating and cooling work "is not going away," but she described the pause as a means to avoid spending $8–12 million on one building in isolation while the state evaluates whether a centralized or shared chilled/cooling system could serve multiple buildings in the complex. "Let's pause for a year and let's bring that design and that concept into what does the future systems look like within the capital complex," she said.
Corrections and security projects: BGS staff warned that House reductions to door control funding (a multi‑year phased security program) will delay work. Staff said they have a construction management contract in place and that a $2 million cut will push planned phases back or require contract adjustments. Joe (BGS project staff) and other BGS presenters will provide project‑level details to the committee at a subsequent session focused on Department of Corrections items.
Women's facility RFP and site timing: BGS described a request for options and a brokered outreach process for siting a new women's facility. Staff indicated a tight timeline for responses (the transcript records both a Friday 3 p.m. and a same‑day 4:30 p.m. deadline in different places) and said there was one envelope received so far. BGS cautioned that even if a site is chosen, construction timelines put building completion years away and the estimated project cost is roughly $140 million.
The committee pressed BGS to provide a one‑page status and spend summary for major projects and to return with detailed door control and Northern State Correctional Facility boiler replacement cost and contract impacts. No formal votes or motions were taken at the hearing.
