Commission approves multi‑use market and indoor entertainment at 410 Marshall Street; exterior events require amended permit

Daryl Hoy, authorized agent for Kevcore Enterprises and WISH Enterprises LLC, and manager Brian Haggleshaw described plans to convert 410 Marshall St. into a mixed market and entertainment destination. "We purchased a building a couple years ago in hopes of trying to revitalize that side of Coldwater," Hoy said, explaining the project combines a specialty food market with a "barcade" entertainment element and that a liquor license application is already in process.

Haggleshaw told commissioners the market side would emphasize locally sourced products, on‑site baking and a butcher, and estimated the grocery portion at about 20,000 square feet. Planning staff explained the entertainment component triggers special‑use review because recreation comprises 25% or more of the proposed use; commissioners expressed concern about possible outdoor music or late hours affecting nearby apartments.

Commission and staff discussion focused on limiting potential neighborhood impacts. Staff and commissioners agreed the cleanest mechanism was to approve indoor entertainment now and require the applicant to return for an amended special‑use permit if and when they propose exterior entertainment, allowing the commission to set conditions for hours, noise, screening and lighting at that time. "The moment that they want to move entertainment to the exterior of the building, they have to come back to this planning commission for an amendment approval ... to consider noise, lighting, that kind of stuff," staff advised.

The commission adopted staff recommendations with the added condition that outdoor entertainment requires a future amendment; a motion to approve SP/SPR 2606 with those conditions passed.
