The Vermont States Colleges Finance & Facilities Committee voted to recommend the systemwide FY27 operating budget to the full Board of Trustees for approval at its June 8 meeting, even as officials cautioned the gap between recurring revenue and expenses persists.
Sharon Scott, presenting the committee's Q3 forecast, said the quarter shows a $3.2 million favorable variance to budget but that result is driven by $7.8 million in one-time funding. "Without those nonrecurring supports, the underlying position would be a $4.6 million structural deficit," she said, and she warned that bridge funding supporting this year’s result does not continue into FY27.
The proposed FY27 operating budget presented to the committee narrows the systemwide structural shortfall to about $5.7 million, Scott said, reflecting modest revenue growth, increased scholarship investments and continued cost control. Revenue was presented at $171.5 million against expenses of $177.2 million in the draft budget. Scott told trustees the plan assumes planned use of systemwide reserves to bridge FY27 but said sustained multi-year discipline will be required to achieve structural balance.
Trustees asked for context on revenue drivers; Scott and institutional leaders said tuition and fees remain the principal pressure, with tuition down roughly $4.8 million year to date and enrollment trends at Vermont State University cited as the main driver. Presidents for the community college and Vermont State said local institutional actions — including enrollment strategies and expense management — are in place and expressed confidence in meeting near-term budget targets while acknowledging the longer-term challenge.
Chair Silverman moved the committee to forward the FY27 operating budget to the full Board; trustees voted in favor and the recommendation will go to the full Board on June 8 for final action.
What’s next: The full Board will consider the Finance & Facilities recommendation at its June 8 meeting. The committee noted Q4 close and year-end adjusting entries will refine the final picture ahead of final Board decisions.
