Conroe ISD trustees approve board operating procedures manual amid debate over expanded president authority

The Conroe Independent School District Board of Trustees voted to approve its updated Board Operating Procedures manual after a contentious discussion about recent edits and an attempted amendment.

Trustee Horton, who had removed the item from the consent agenda for discussion, said she was concerned the latest draft "gave a lot of authority to the board president"—citing expanded items such as reimbursements, training compliance and handling complaints against trustees—and described that expansion as an overreach. Other trustees pushed back, saying the manual had been in the board brief for 30 days and that many changes reflected prior public discussions and only typographical updates.

Board staff representative Miss Belaloo clarified that the version distributed 30 days earlier contained the substantive text and that more-recent changes were largely typographical or graphical, though trustees disagreed on whether all requested edits submitted late had been incorporated. A motion to amend the motion to include changes requested two days earlier failed on procedural grounds because amendment rules were invoked; the board then voted to accept the version as presented (vote recorded in the transcript as 4–3).

Trustees who opposed the final motion said they preferred the item return for further review to ensure clarity about responsibilities and any new authorities for board officers. The board proceeded with the vote and moved on to other agenda items.

The manual was described as a first reading item on the agenda; trustees debated whether additional review time would be appropriate before final adoption.
