The Dearborn City Council on April 14 authorized a memorandum of understanding with Jefferson East, Inc. (JEI) to run a 12-month pilot delivering weatherization and energy-efficient home repairs to at least 25 owner-occupied homes in Dearborn.
City staff explained that JEI is a Detroit-based nonprofit with an established home-repair program funded in other jurisdictions partly through DTE Energy’s energy-efficiency assistance resources. Under the pilot, JEI will operate the program and the city’s Economic Development Department will provide oversight and a vetted list of eligible owner-occupied homes; homeowners will have no financial obligation and contractors will not be permitted to upsell services.
Council members noted this pilot is intended to complement existing city home-repair and CDBG-funded activities and emphasized that, if successful, the program could expand citywide beyond the pilot’s initial list-based approach.
Next steps: The mayor and economic-development director were authorized to sign the MOU and execute necessary documents so the pilot can begin immediately.
