DeKalb PEX committee appoints Rhonda F. Briggins and Bruce McMillan to local authorities

Dr. Rhonda F. Briggins, introduced by the chair as the appointee to Post 1 on the Development Authority, the Residential Care Facilities for the Elderly Authority and the Private Hospital Authority, told commissioners she has lived in DeKalb County more than 20 years and emphasized community-centered growth. “I believe in DeKalb. I love DeKalb and I want to see the growth and progression of DeKalb County,” Dr. Briggins said, adding that she would use outreach tools such as community forums, online surveys and social media to solicit resident input.
In her interview she named priorities including smart siting of major projects and attention to health disparities. When asked how she would work across the three boards to address socioeconomic and health gaps, she cited prior experience in government and community relations and said she would seek programs sensitive to community needs.
Bruce McMillan, appointed to Post 1 of the DeKalb County Housing Authority, described a 35-year federal career that included a decade at the Department of Housing and Urban Development in civil rights and housing programs. McMillan told the committee that successful housing policy links homes to parks, schools, sidewalks and transit and argued for mixed-income approaches rather than isolating affordable housing.
Both appointments were moved, seconded and approved by the committee during the meeting’s appointment block. No individual vote tallies were recorded in the transcript; the chair called the items and members responded in favor.
The committee also approved routine minutes from its April 28 meeting before moving on to other agenda items. The appointments are procedural endorsements by the PEX committee and will be processed in accordance with county appointment procedures.
