Pittsboro selects construction manager at risk for town-hall project; board approves pre-construction agreement and budget amendment

The Board authorized the town manager on May 11 to negotiate and execute a professional services agreement not to exceed $76,348 for pre-construction services for the new town-hall project. Staff said the procurement process drew eight statements of qualifications, three interviewees and a selection by an evaluation committee that included town staff, the architect and a county permitting official; Edifice was recommended as the most qualified firm.
Project engineer Ben Schmataki summarized the qualifications-based process, saying the selected firm has experience with town-hall construction and public-sector construction-manager-at-risk projects. The board approved the authorization by voice vote and then adopted a budget ordinance amendment to allocate funds for the town-hall project so the contract could be executed.
The board also discussed project-delivery alternatives and confirmed the selection followed state-allowed delivery methods for public projects. Staff will return with contract documents and schedule updates as pre-construction work proceeds.
