Assembly approves Operating Engineers Local 302 tentative agreement; members cite recruitment, retention gains

The Anchorage Assembly approved a collective‑bargaining agreement with the International Union of Operating Engineers Local 302 on May 12, following public testimony from union representatives and administrative briefings on recruitment challenges.

Union spokespersons described the agreement as a clear improvement over prior rounds of bargaining, securing what they said were roughly 15 percent total wage increases and other contract changes intended to close gaps with comparable wage markets. "This contract reflects sustained member input, clearer priorities and a stronger response from the administration," a union representative told the assembly.

City officials and the contract negotiator explained the increases in the context of labor market competition: municipal maintenance and operations positions (street maintenance, landfill crews, airport maintenance and other essential services) have faced difficulty recruiting in recent cycles. The administration said some departments conducted hundreds of interviews with limited hires and that competitive private‑sector wage offers were a major factor.

Supporters on the dais argued the agreement will help stabilize critical services — street maintenance and snow removal among them — by improving recruitment and retention at a time when vacancies have operational impacts.

Vote and next steps: The assembly approved the agreement in a recorded vote (11–1). The administration and union will implement the contract terms and municipal departments will adjust budgets and hiring as stipulated in the negotiated language.
