Chico Unified adopts resolutions to pursue state construction and seismic funds; deferred maintenance integration discussed

Julie Kissle, director of facilities and construction, presented three resolutions related to recent state and local ballot measures: resolution 1669 D24 to authorize applications for State Allocation Board programs for new construction and modernization; resolution 16724 D24 specific to facility hardship and seismic mitigation programs; and resolution 1668 D24 confirming routine district exemptions from City of Chico ordinances for district projects while maintaining coordination with city engineering review.
Kissle said districts applying for the new state funding under Proposition 2 must demonstrate a facilities master plan; Chico Unified already has a comprehensive plan from fall 2023 but must now integrate the deferred maintenance plan. Asked about the maintenance requirement, Kissle said the state requires a minimum 3% allocation of general fund for routine restricted maintenance and the district will merge deferred maintenance into the master plan in the spring.
Each resolution was moved, seconded and adopted by unanimous board vote. Board members discussed public concerns raised during the recent bond campaign about deferred maintenance and agreed that an upcoming agenda item should examine funding and maintenance strategies.
The board also noted that while the district commonly requests exemptions from city ordinances for its publicly owned properties, staff continue to submit plans for city review and coordinate quarterly with city engineering.
