Assistant Manager Alvarez recapped the project history: after a significant 2020 flood the city planned to breach the Cantrell Dam and implement down‑channel improvements; the Water Trust Board awarded just over $8 million for construction, but that award requires an $800,000 loan component and an $800,000 cash match. City Manager Gary Whitehead said the county’s flood director offered $400,000 in construction‑only funds and requested reimbursement‑style payments (pay requests submitted to the county, not a direct check).
Whitehead recommended the commission authorize the city manager and city attorney to finalize and execute the intergovernmental agreement to lock the funds for the project. Commissioners moved to authorize the city manager to finalize the agreement and to return with any required document changes for commission adoption.
What’s next: staff expect final loan/grant agreements by late January and will proceed with procurement and construction scheduling once intergovernmental and funding documents are finalized.
