The Laramie Planning Commission voted to recommend City Council approve the Paintbrush Edition Fifth Filing final plat (Plat 26‑00005), a proposal to create nine single‑family lots on roughly three acres in an R1 zoning district.
Planning staff presented the packet and recommended approval, saying the final plat completes the road network, sewer and water infrastructure for the area and is in substantial conformance with the previously approved preliminary plat. "This is a project that consists of nine residential single family lots on about 3 acres of property in the R1 zoning district," staff said during the presentation.
Commissioners asked detailed questions about drainage from the escarpment north of the proposed lots and potential mud run‑off. Staff explained the plat includes a drainage easement along the rear property lines and that some surface flow will be directed to new streets and into the existing storm system. Applicant Warren Greaser (Rosstone Development) said a north drainage ditch catches runoff and routes it into the storm sewer, noting the grading and the adjacent trail historically direct flows away from the homes: "there's a right where our cursor is where it says north existing north north drainage ditch ... that runs all the way down behind all the homes and it comes into Greentop Street ... and into that pond at Reynolds Street."
Staff reported that legal notice was published as required and that, at the time of the staff report, there had been no public objections; one adjacent property owner later asked about the alley location and staff said they would continue communications with that resident. With no outstanding issues, a commissioner moved to recommend approval and the board recorded a roll‑call result of six yeses, zero nos and one absent. The recommendation will be forwarded to City Council for final action.
