Sugar Land awards $1.9 million design contract for public safety training facility Phase 3

The Sugar Land City Council voted March 17 to award a $1,896,135 design contract to Martinez Architects LP for Phase 3 of the city's public safety training facility.
Lane Wolf, senior manager for vertical construction, told the council that Phase 3 would include a permanent 50-yard indoor range, a 100-yard outdoor range, classrooms, a gun-cleaning room, and a three-story commercial burn building with associated roads and parking. Phase 3 design, permitting and bidding are expected to take approximately one year, with construction taking roughly another year, Wolf said—an overall two-year schedule from contract approval to project completion for the Phase 3 scope. "As soon as we approve this contract, Martinez Architects is ready to get going on the project," Wolf said.
The design work will be paid from the 2024 General Obligation bond (Proposition A) program, under which the broader project budget is $30 million. Wolf and departmental staff said the selection followed an RFQ process and continues continuity with prior phases. Council approved the item by a unanimous 7''0 vote (mover: Watley; second: Single).
The project team said Phase 4 and Phase 5 concepts (additional burn props, a mock neighborhood and an administration/training building) will return to council separately as funding and schedule are finalized. The council directed staff to proceed with contract execution and next steps for design, permitting and procurement.
