Planning Board asks Select Board for more detail on proposed Ruggle Street high‑school crosswalks

The Planning Board discussed a warrant article proposing new pedestrian crossings at the back entrance to Westborough High School on Ruggle Street. Assistant Planner Kristen Beler said the proposal seeks to connect three driveway sections with continuous walkway and create a crosswalk across Ruggle Street, and noted the project appears in the Complete Streets plan and a Safe Routes to School audit.
The ATSC cited an estimated cost of about $75,000 but provided no contractor quotes or detailed plans at the Feb. 17 meeting. Planning staff and several board members said the proposal should be evaluated alongside the town's Active Transportation Plan and Complete Streets priorities and that DPW paving/timing (a sewer project may not be paved until summer 2027) affects feasibility and scheduling.
The board authorized the chair to send a letter to the Select Board communicating the Planning Board's concerns — missing presentation materials, lack of cost and design detail, and timing relative to other town priorities — and invited the warrant sponsor to make a fuller presentation at the March 3 Planning Board meeting. Planning staff said they support more crosswalks in town generally but asked for a clearer scope before recommending placement on a warrant.
