Wesley (engineering) described the building plan, loading docks, employee parking and van storage and a stormwater design with an underground infiltration system and detention basin tied to existing wetlands.
The site contains wetlands and vernal pools; conservation commission field visits are delayed by snow cover, and the application is subject to peer review by CI and comments from multiple town departments. Board members requested a site visit, more precise employee and delivery schedules to inform traffic and noted the project would likely tie into municipal sewer and water. The community development director and Select Board had discussed a pilot (payment in lieu of taxes) because the building would be a nonprofit use exempt from property tax; the applicant indicated willingness to expand in‑kind contributions (goods/services) but expressed limits on monetary payments.
The board continued the hearing to March 3 to give the applicant time to respond to peer‑review comments, allow conservation site work after snow melt and provide the requested traffic and pedestrian connectivity information. Staff noted any pilot or mitigation proposals would be considered in coordination with the Select Board and other town departments.
